I hate to necro a thread, but I have to say, I think OP is absolutely correct in that Verizon is blocking Inbound TCP 80. I have a homelab I'm setting up to replace my old single test server and I used to run http on 8383. On the new box, I set it to 80, confirmed it's working via localhost, but when I try via IP (after setting port forwarding rules), it does not reach the webserver at all. I tried cellular, everything. They are blocking port 80 and 443.

Verizon doesn't block it. BUT the router (verizon or not) may default to blocking it. In fact the recommended default on Verizon Actiontec blocks all inbound ports and allows all outbound ports.
