I've tried logging into my router and releasing my IP, but I just get the same IP again.
Is there another way I can change my IP?

The short answer for residential customer is no. IN theory the IP address could change whenever the IP address lease expires, in reality as long as the IP lease is renewed on a timely basis, and the MAC address doesn't change, the IP address isn't likely to change.
The longer answer is that if you power off you router for a period substantially longer than the IP lease you may get a different IP address. If your router doesn't renew the lease on a timely basis, it goes into the pool and could be assigned to someone esle. If you change the MAC address on the router (replace the router), you are also likely to get a new IP address.
Short of that, I would refer to Residential FiOS IP addresses as pseudo static. They tend to change over time, but it takes a very long time, months rather than hours or days for them to change. In close to 4 years I think I have had 4 different IP addresses.
You can also go into the router and release your IP lease before powering it off to increase chances that your IP will be reassigned. YMMV.
Yes you can but it takes 10 - 15 min. to do:
1. Log on to router and do a Release DHCP address
2. The green Internet light on the router will turn orange. WHile it is orange turn the router off.
3. Wait at least 10 min. with the router powered off.
4. Turn the router back on.
5. Check your new IP address.
