I have the FIOS Internet plan along with TV thats 25 down / 15 up . My router is UltraLine Series3 Model 9100EM.
The fastest I've seen any download / upload go is 3.0 Gbps. As of now, there is only a single ethernet connection plugged into the router. Wireless is disabled.
Is my router / service being capped somewhere? Is there a reason why I'm not getting the full speeds I'm paying for? Does it solely depend on what the server on the other end can provide?

You are getting 3Gps but your plan is 25 MB down / 15 MB up?
News flash: A GB (GigaBytye) is faster than than a MB (Megabyte).

if you wanna clock your speeds... do a speed test
if you are referring to P2P or downloading a file... yes, your download is dependent on how fast they can upload to you... you can not take it faster than they can give it....
I would call tech suport, they can optimize it and make it right. They always helped me when I called with this issue.
