Short Answer: Yes and No.

Please give us a lot more detail about what you are trying to do.  There are many ways to configure routers and networking equipment.  The answer depends on what problem you are trying to solve.

Yes, so long as only one is getting a WAN dhcp address and acting as a DHCP server.

I.E. configure one of them to be a fixed ip address on the same subnet as the vz router e.g. 192.168.1.2

You can NOT have two active coax WAN connections.

You can however, you a second Actiotnec router as a MOCA bridge to provide an ethernet connection in a rooom that has only an active coax connection.  See part 2 of the following FAQ:
