Can't access one website in particular.

I'm by no means a tech expert but I can usually get around what problems I find. But this one I haven't been able to.

I can't access the website hanbitstation.jp, I have tried many things, changing my IP, Open DNS servers, etc. I can access the website if I use a proxy website such as sslunblock.com or set up a proxy on my IE Explorer, but without them I can't access the website at all. A friend of mine who lives in Texas relatively close to me can access the website, and another Fios user I know of can access it.

Firefox shows the following when I try to access it.

Network Timeout

The server at hanbitstation.jp is taking too long to respond.

The requested site did not respond to a connection request and the browser has stopped waiting for a reply.

    * Could the server be experiencing high demand or a temporary outage?  Try again later.
    * Are you unable to browse other sites? Check the computer's network connection.
    * Is your computer or network protected by a firewall or proxy?  Incorrect settings can interfere with Web browsing.
    * Still having trouble? Consult your network administrator or Internet provider for assistance.

and this is a trace route to the website

More than anything I'm just curious to why I can't access this one site while everyone else I know can. I'll provide any other information I can.

So just to recap in short: I can't access hanbitstation.jp, but I can access through proxy websites such as sslunblock or proxy through connections on IE Explorer. Tried many things such as IP change and changing the DNS to Open DNS but it still didn't work.

Any help would be appreciated.

The fact you can get in using a proxy site.. tends to indicate the issue is the website is blocking your IP address or IP block.. Some hackers spoof unused IP addresses and get yours banned long before you get it.

You could try using a neighbour's or friends connection to contact the website managers and ask to have it removed from their block list..

I would agree. I have at one time blocked the whole IP range from Asia Pacific Network Information Centre (APNIC)due to the flood of attacks originating from there. Perhaps they are doing the same thing with certain IP ranges or addresses. It could be that they don't want to provide content to certain locations. Contact the content provider.
