Can't play HD videos on FiOS Internet

I have the FiOS Internet 15/5 plan, and Speedtest.net and other connection speed sites all say I'm getting my 15Mbps down and 5Mbps up speeds. Pages load quickly and there are seemingly no issues, until I try to watch an HD video. No matter what device I've tried, on both WiFi and Ethernet, I get the same issue where Videos don't buffer in a timely fashion. Almost without fail I'll get constant buffering when I attempt to stream an HD video even on a Quad-Core PC hooked up via Ethernet directly to the Modem. 15Mbps should be way more than enough for smooth playback of HD video, and services like Vudu report that 9Mbps is the maximum needed for their "HDX" 1080p videos. However every service I try gives the same issues and Adaptive Streaming players(like Netflix) consistantly give me 480p or less quality streams. The video quality looks bad on my PC's 1080p monitor. Also even 360p and 480p streams on sites like Youtube will give me buffering issues as well.

My Modem is an Actiontec MI424-WR Rev. E(WiFi G) router.

I've had FiOS internet for the past few years and haven't had any issues until the past few months. Can anyone help?

I have exactly the same problem for let say one month already. I don't think it was like that before February. I did not get any answer yet.

I thought may be I have too many WiFi devices in my house: 2 phones, tablet, Apple TV, smart TV They al connected to WiFi, but I'm not using all of them in the same time.

I have been having this issue with Vudu with months too. I have done everything.  My device is in a DMZ, I have opened ports for a second Vudu device. I have changed my DNS.  I even have FIOS Quantum and average 60 MBps downloads.  I did a tracereoute and there is a timeout often to the Vudu servers.  My next step is to call Verizon and try and explain this. But I am not sure they will be able to help.  Vudu is dead in the water for us in New York City.
