I'm having the same problem. Also in Richmond, VA.
Very specific websites are not working. Traceroute dies out. Can't ping them.
I unplugged my router for an hour, and got a new IP. I still can't access many of the sites.
ones affected included
snapfish.com
appshopper.com
I am able to hit cadillacforums.com , but can't hit ecarlist.com (mentioned above).

So, everything just started working again suddenly.
I can reach all the sites and ping/traceroute them again.

Well, I am pleased to report that releasing the IP address and getting a new one worked for me! Both sites that were blocked are working with the router's new IP address.
If you try this, be patient, the process takes several minutes and if you navigate to another page in the router admin site, you may cancel the process. Best just to walk away from the computer for 10 min!
