Configuring router to give my PC & tablet devices priority over guest

HI All, I have a teenager relative in the house who won't stop downloading movies and whatever else that takes up my bandwidth. Also, I just moved to FiOS from DSL, so i dont want to encourage even more downloading.
Q1. How do I give my devices priority over hers. I think I can make network object with my devices and then set priority to high. But should that be on the broadband, wifi or ethernet? high priority 7 is better right ?
Q2. is there a way to put a speed limit on the some of the devices? Also, can I stop peer to peer on certain (preferable) or all devices? The router was MI424WR (Actiontec)...
Also, how do I see which application is taking up the most bandwidth and from which device? thanks

Q1   I've never tried this but it looks like a priority option is available in the Actiontec. 

Go to: Advanced > Quality of Service > Traffic priority.

Then create a rule to establish priority for each device.

Q2   I don't know how to put a speed limit on any device. But parental controls will allow you to block websites at certain times.  That may be of help. 

You can check total usage under System Monitoring, but not by device.  Although I believe it would be safe to assume the device downloading movies is using most of the bandwidth.
