Dallas, Tx (Coppell) speed problems

I have a really odd problem going on.

my modem is 9100EM and when I run a speed test using the verizon speed test the results are very off

I have FIOS 15/5

Results are the same on multiple machines and are slightly lower via a wifi connection 

Is anyone in the area having the same problems? Tech support wasnt really helpful in resolving this. They couldnt even reach out to the the modem using their tools. I tried a modem reset and that was no help.

odd thing is that the download speed is bad but upload is very good.

Seems like the speed is getting worse over time. 

Asked a few people around in my area and it seems they have the same problem
