I would call 1-800-VERIZON and tell them to fix it.
you can also pay over the phone *automated and through customer service however over the phone with a person incurs a fee.
you can also pay at a verizon corporate store in their kiosks or at the counter.
you could try removing the app and then reinstall of it. That may also work.
