Well I know we have 50mb download speed. For some reason I am caping at 5mb. Is there a way I can rasie the cap speed? Maybe in the modem/rourter?

How are you testing your speed?
The way to test whether or not you're getting the speeds you're paying for is to use a wired (not wifi) connection to your router and run a speedtest at this link: http://my.verizon.com/micro/speedtest/broadband/
What results do you get there?

It said 6mb down and 9.298 Mbps up. Dont understand becasuse my package is 50mb down

What type device did you use to run the speedtest? Mac? Windows PC?
And please confirm that device was connected by Ethernet cable to your FiOS router.

Might it be that you are reading the speeds in Megabytes instead of Megabits?
Mb = megabits
MB = megabytes
Some places test in one, and some in the other. However Verizon sells its packages in Megabits. Divide the megabits number by 8 to get megabytes. So 50 Mb line would be around 6.25MB.
You probably know this, but I know it is a common mistake:)
