How can Verizon advertize FIOS to everyone who has Verizon phone service, yet they will never deliver FIOS because I don't live in a wealthy enough neighborhood to get FIOS.

Like every other cable provider they say where available.
I have never seen them say it is available to all Verizon phone subscribers.

I get continuous E mails, regular mail, and phone calls all advertising FIOS. I know that FIOS has a agreement with my cable company not to go north of a city just south of where I live. I love when I fill out "Check Availability", and it tells me that I am eligible for High Speed Verizon. That is one of life's best oxymorons. The words of high speed and Verizon. High speed and FIOS I can understand.

A wealthy neighborhood? I sure in heck don't live in one and I have Fios.
The type of neighborhood has nothing to do with where they are. Sometimes other companies keep them out, other times they just never put it in do to them thinking they wouldn't get enough business from the area, etc...
I'm pretty sure their advertisments are sent out by a 3rd party company who just gets addresses from bulk lists and mails them out in general.
Since Fios can be in one neighborhood, but not the next they don't know if you can get it or not so they are sent out to the entire area.

If it makes the ads seem even less significant, I had a door tag show up at my front porch 5 years ago saying FiOS was coming soon. It stopped a block away.
As someone else mentioned, it is a third party agency that takes charge of running Verizon's advertisements. It is up to Verizon to expand the service for maximum reach.
