I am in the 50/50 Mbps plan. My download speed is 11.89 Mbps. The Network Diagnostic Test says "This connection is sender limited 90.60% of the time" Is Verizon the "sender"?

Try using a wired connection to speed test.Verizon.net
That willl show what your true speed is.

Speed Test downloading is 13.02 Mbps for a 50/50 Mbps FIOS Plan.
Network diagnostic test (2nd time) :
"This connection is sender limited 86.1 % of the time"
My connection modem/router/pc is cat 6 ethernet.
Is the "sender" Verizon?

You mention modem router pc.
FiOS does not use a modem. Only a router.
Do you have one device from ont or two?
Ont is device that connects to fiber.

what is ont?
modem connects to the router by the ethernet cat 6 cable.

Ont is box typically outside your house that takes fiber and splits out internet and TV or phone if you have them.

Optical Network terminal. I.e the box wire the FIOS Fiber (optical) connects and is converted to several type of wire connection (phone, Coax, and ethernet)
