FiOS endpoint to FiOS endpoint transfers going at 4Mbit/s?

Does anyone else have this issue?

When I moved out of my parents' house, I left my main desktop there and continue to run my backups to it. When running the backup, my transfer speed is 4Mbit/s rather than the download cap at my parents' (50Mbit/s) or the upload cap here (35Mbit/s). Any thoughts as to why this happens? It's not as if the traffic has to exit the FiOS network at all.

Are you sure the transfer speed isn't 4 megabytes, rather than megabits? 

4 megabytes = 32 megabits, which would mean more or less your upload cap, as it should be.

Transfer rate hovers around 500KB/s.
