i've also seen cities have more than one phone company and i called the toll free number it said i can sign up to get notified when fios is available in my area but i don't see where to sign up

Okay but Albany, Georgia is an extremely remote place.

It's not near any metro areas ... I'd look into satellite in a place like that.

From what I see of Albany, Georgia it looks like a place that wouldn't have a problem getting Cable and DSL Available to it. FiOS? Hard to say if they'll bother, but chances are unlikely FiOS will be brought out anytime soon unless the tides turn and the sun, Earth and moon align correctly.
