Fios Upload drops from 20mbps to 4.5mnps after turning on FIOS TV

For some reason, my connection drops from 20/20 to 20/5mbps after the installer installed FIOS TV. I rebooted router and same issue, 3 PC's show same speed..Someone provision my line and drop it to 20/5..I am pissed..
