Getting Service at a Newly Constructed Home

Can someone tel me if I can get service??? Over the past year, I have called over 20 times, emailed, used the online chat program, and have even gone to the in-store sign up booth at Walmart trying to get an answer to this question. Every time your customer service reps can't find my address and then have to submit a request to the "Engineering Department." I never get a status update and when I call back with the reference number the reps either don't know how to use the number or tell me that they can't find the status.
