Just to put a final update on this thread.
Turns out that after weeks and weeks of dealing with this problem, I realized that Verizon was never gonna fix my problem. They contacted me several times telling me that, the server they use, which isn't their property and is maintained by another company, can't be accessed by them directly, and that they can't seem to get they're support ticket with that company resolved. So basically, it turns out, that the specific IP address my site was hosted on, continues to be blocked by that server, which I found out, not only verizon uses AT&T dsl users. I mentioned the problem to my host company so they know that about the problem, because any one hosting with them, and uses that IP address, will be partially blocked, anyone with Verizon or AT&T won't be able to access their site.
Anyway, as far as solving my problem, I ended up moving my site to a different server completely, and of course with a new IP address.
