Some additional information would be helpful. What OS?
If using windows xp you can try an optimization that sometimes helps.
Go to www.dslreports.com/drtcp and download drtcp021.exe and run it. (no need to save) The only fields that need to be set are..
TCP Recieve Window.... Set this as 64512
The adapter Settings drop down should show your current adaptor
and set the MTU box to 1500
Everything else stays as it is. and then save and reboot the computer. This will help in a lot of cases.
Now having said that, I notice that your speeds are WAY off. Your computer optimization should not be that far off so I dont think that is going to solve the issue. (but it cant hurt )
Make sure that your ethernet cable is actually plugged into a lan port not the wan port. I know this sounds simple but you'd be supprised at just how many people make this simple mistake, especially with all the verizon systems that use the coax instead of the ethernet for the wan side.
also if this has only been an issue since formatting the computer, check and make sure that you have the proper drivers for your nic. Most of the time the default windows drivers are fine but there are a few nic's out there that need their own drivers.
Hopefully one of these will help
