IHAStarter causing internet problems

Hello,

I have a friend who believes his internet issues are due to the IHAStarter program. What is this program? What does it do? Are there known internet related issues with this program? Are there known issues with this program in general? I suggested he use CCleaner in order to fix any registry problems he may have with this program, but it seems it didn't help.

Tell him to uninstall it.

Its part of "In Home Assistant".  A non-essential package.  It helps with a few things, but if you know how to do these you don't need it.  it does eat up some resources on your computer.
