IP conflicts between this rule and previous NAT/NAPT rules - VPN

I have a dual nic on our Windows 2003 server. We have an MI424WR-GEN2 FIOS router.
We have various static nat routes on the first NIC - 192.168.1.3. When we add another rule for 192.168.1.4 for VPN - TCP port FWD 1723 we get the error
IP conflicts between this rule and previous NAT/NAPT rule and cannot get to work.
There are no VPN rules in the system as this is a new install. We upgraded from Verizon DSl which worked with no problem.

Either change the LAN IP of the MI424WR-GEN2 FIOS so that it does not start with 192.168.1 OR change the LAN IP of the second NIC card so it does not start with 192.168.1
