Who is your LTE carrier? I'm getting Error 500 here from DSL, but I also don't use Verizon's DNS, should that be the problem (slow domain propogation).

This looks like a web server configuration problem. The owner of the site will want to fix it. Here are the WHOIS records for the site's domain. You could try reaching out to the owner listed in the WHOIS to see if they can figure out what's wrong: http://www.whois.com/whois/animeph.com

Another thing to note, is that many mobile carriers will cache content on their network edge if sites are fairly popular. These caches are often used to hide problems like these. Verizon doesn't do anything of the sort on FiOS or DSL.
