Maybe we should all contact our local news outlets. This is false advertising. I can't even stream 240p.

Thanks skyliner34
All looks normal there. You seem yo be very close, just as I. I have been watching some content, and can't see any issues. This has me stumped.
Do you have and URL links to content that you can provide. I just watched a few 1080p trailers and they were great.
What type of hardware from Verizon do you have? Speed, ONT Model, Router Model and Revision?
Since not eveyone is seeing the issues, I am trying to be helpful and perhaps find some common ground. Perhaps some users are in areas where there are bottle necks on the network. Like I have just upgrade to Quantum 150/65 at my HUB with a new GPON ONT, ALL my neibors are still BPON with slower speeds. I suspect if more people started upgrading, perhaps the people with older hardware may see issues. I am just trying to be helpfull and grasping at straws.

I did post a link to this thread to some Verizon folks, and perhaps I can send an Email or two. If it is an ongoing issue, someone should find out the cause and say it will or will not be fixed for this reason or another.

@shadezero wrote:ok found a work around for this
go to http://www.proxfree.com/youtube-proxy.php
and paste the youtube url and finally the video streams
proxfree worked! Thank you! Not a single buffering problem using that. Works like a charm. What does that mean as far as troubleshooting? Proves it's not my computer for one thing. Any way to have my comp auto-use whatever it is that proxfree is doing? So I don't have to go to that site first? Crazy that I'm in TX, and using the dropbox thing that says it's in France, and it's faster than going direct to youtube. crazy.

I'm in New Jersey and it seems to be a problem specifically with servers on the 208.117.251.0/24 subnet (in particular 208.117.251.18 and 208.117.251.19). For the last couple of days I was able to add a firewall rule blocking that subnet and youtube would redirect me to other servers which worked with the performance that you would expect. Unfortunately that's stopped working now as youtube is just dying instead of redirecting me to good servers.
Looking at my traffic the connections to the web servers are all working fine, but once it makes the request:
GET /videoplayback?algorithm=throttle-factor&burst=40&clen=2060388&cp=U0hVTlNTUV9FUkNONV9LTVVIOnlRZUVQNW1QN0J3&cpn=h45F81YxSNtRSIxO&expire=1369383708&factor=1.25&fexp=912301%2C901439%2C906436%2C932402%2C916625%2C902001%2C922912%2C906096%2C924605%2C901208%2C929123%2C929915%2C929906%2C925714%2C929119%2C931202%2C932802%2C928017%2C912518%2C911416%2C906906%2C904476%2C930807%2C919373%2C906836%2C933701%2C900816%2C926403%2C912711%2C929606%2C910075&gir=yes&id=e0ddd809c30b105f&ip=71.187.56.151&ipbits=8&itag=134&keepalive=yes&key=yt1&lmt=1368398582840389&ms=au&mt=1369358367&mv=m&newshard=yes&nh=EAQ&range=0-905215&ratebypass=yes&signature=B5667C754768AE90012155122B2E293E873407FE.B621091667161F99A6098B864E1CFE0D78816775&source=youtube&sparams=algorithm%2Cburst%2Cclen%2Ccp%2Cfactor%2Cgir%2Cid%2Cip%2Cipbits%2Citag%2Clmt%2Csource%2Cupn%2Cexpire&sver=3&upn=tuVtSdEGYi8
To the server on the 208.117.251.0/24 subnet, the server starts sending packets progressively slower until the
server totally stops sending data.
Until today I could just block these servers with a firewall rule and the client would use others on a completely different network, but now it will just error out and I'm forced to use these servers which aren't working with verizion's network at all.

youtube seems to be working slightly better tonight than it was the past few days, but no where near as fast as it used to be.

One fix that I've found also works is to use a DNS proxy to route all traffic from *.c.youtube.com to either 208.117.240.56 or an IP address in the range 64.15.124.143 to 64.15.124.167 thereby bypassing the bad servers on the 208.117.251.0/24 subnet.
A little complicated for the average user but if you have any clue what I'm talking about it's worth a shot and is working great for me.

We have been having this issue for months, I even called and got no help.
It is 100% a Verizon issue but 2 houses down from me can stream fine.
It happens with every device in this house, from multiple laptops, desktops, phones on wifi, ipods on wife, xboxs, etc
NOTHING will buffer you tube.
Someone needs to figure this out at verizon, I never had an issue until about 2 months or so ago.
Very frustrating.
