Does anyone know if this function exists.  The old webmail did it and the new one doesn't seem to.

As far as I know, that is not one of the features that made it out of beta..... It may be brought back in future releases/upgrades

3rd party email applications, such as Outlook or Thunderbird have those sorts of functions....

Of an email application, sure.... but this is a browser based.... I use Hotmail and Gmail (2 of the most popular we based emails), for my email and I do not have any sort of pop up or notification of new email (Gmail shows the new mail if I am looking at the inbox, without having to click inbox again, like I have to on hotmail).... Unless I am signed into windows live messenger, then the messenger will pop up telling me when new mails arrive, but that is a secondary application doing so.... If I use Outlook or thunder bird, I get notified.... but again, that is a secondary application doing so.... Alot of people do not stay on their email page all day, and even if they did, Verizon's times out after like 15 minutes of inactivity and alot of people have pop-up blockers.... So in essence, unless you are actively using the page (in wich case you would see new mail as soon as the page loads after you click)  you would not be notified once the login times out..... Perhaps it did not work properly and that is why it did not make it past beta.... Hard to say WHY someone else does or doesn't do something... But, again, it may be perfected and added with a future update... Ya never know

Not trying to debate this but I also use Gmail.  When you get an email the little M pops up in the toolbar.  Comcast for example provides a notice and I think that web interface sets the standardfor internet service provider email interfaces.  Got to be something the dev team can put in there to let you know a new email came.
