I get that sometimes on a number of different Verizon links. I got that error the other day on this specific link, today it worked just fine. I tried earlier this year to get Verizon's attention to this problem, got nowhere, they said they could not reproduce it. I suggested some simple changes to the web page code to capture more specific information about the failure and present it to us so we could be more specific when reporting the problem to Verizon, still got nowhere, so I gave up.
All I can suggest is wait a while and try again, like I said the link just worked for me.

Also a lot of that info is VERY DATED and not helpful.
If you're a VZ rep please click and follow the links and see how helpful YOU think it is.
I personally would stick with www.verizon.com/repair it has the most current and helpful info imo

So far I see nothing about connecting to Roku or Apple TV - not very comprehensive, Verizon.
Also I see that if you want to try to use the DSL speed optimizer, you have to use IE. Time to update your thinking, folks. While IE is good, there are many better ones (and no I'm not trying to start a 'what browser is best' war. Simple statement of fact - just limiting yourself to IE is very poor...)
