I have gone round and round with both Verizon and Epson trying to resolve this problem. When I was using Comcast network it worked fine.

I am going to assume you use Fios digital phone? Or do you use another VoIP provider via having the VoIP box attached to the Fios router?
in the case of using a Fios home phone you plug the phone line into the IN port on the printer. You then connect the OUT port to the phone. It should work.
you must set any faxing to 9600 baud or lower to actually use a VoIP phone line for faxing.
now at my home I take the rj45 cable and plug into my router, I then take the phone line rj11 and plug that into my printer, and then I take the other rj11 and plug that into my VoIP device. This allows me to fax when needed.
