Noticed these optical wires dangling from above near the powerlines. Can I safely touch/move this? Must be Verizon’s, they are the only fiber service provider in the area partnered woth Corning for cables that I know of...

Not sure I see the dangling part.
I see loops tied up.
But as stated, never assume that cable are safe.

Your photo is not showing yet. However.....
NEVER EVER ....NEVER NEVER NEVER touch any wires from any poles under any circumstances they may be touching live wires, they may be live on their own.
call the police or public safety office to let them determine the wires.
in some locales the fire department can also tell what it is.
