Who do I contact so that Verizon will send someone to remount my outdoor Fios service line. It is loose and just 3 to 4 ft above ground in the backyard.

That is a GO-95 violation. All wiring must be 8 feet above ground. This is a PUC violation. Call Verizon back and ask to talk with the PUC rep within Verizon near your closest Business Office. Sounds like a contractor may have done it and not an actual Verizon Employee......
