Has anyone in the Tampa area been experiencing unusal packet loss and decrease in service? Is this issue known?

I'm getting 10%-12% packet loss.
I ran the FiOS speed test and I'm getting:
4-5 Mbps down
0.2-0.5 Mbps up
I'm on the 20/5 plan.
Websites are timing out or clocking when I try to reach them.
Pages are loading incomplete, which requires a refresh to D/L the rest of the page.
From the looks of the ping results for the east coast it looks like you are running into a problem between tampa and NY.
Do this. open the command prompt
start --> Run --> Type CMD and click ok
in the command window type
tracert www.google.com
then post the results. we can take a look and see if it is something that we can work with.
