So, my VPN was working prior to Fios and when I got the Westell, I just copied over the port settings. Here's what I have open now:
L2TP - UDP 500 -> 500
UDP 1701 -> 1701
UDP 4500 -> 4500
PPTP - TCP 1723 -> 1723
GRE
Thinking the problem might be with this, I turned off Port Triggering for L2TP.
