I agree a stable 200ms ping is better than a lagy 130ms but playing when it is 300ms+ is like trying to walk when drunk. You think of something (press a key) and a second later something happens (you move).
Unfortunately the first person shooter games are very latency sensitive and my fps is always over 100 (i have two GTX 570 in SLI)

I'm having the same problems, trying to play on an EU server for League of legends. Ping was ~ 110 and stable in the past (which was higher than I'd like, but playable.) Ping is now 200-300, with packet loss on top, so commands don't go through and I just slide around uselessly.
An IP like 95.172.70.* (95.172.70.1, etc) is for a game server. Tracerts are awful:

I tried emailing the owner of the ALTER.NET router but no reply.
The issue remains .....

The issue seems to be resolved as my ping times are back down to 130ms
Will monitor for a week or so before I am convinced that it is fixed
