I am confused too.

 

To better assist us , this...

 

Do you want to be a WISP or do you want to use a WISP OR both?

 

For example: Get cell phone (or satelite) Internet service and provide Internet Service to others, I would be being a WISP. It would be both as long as satelite is not in use to get Internet Access.
