I also have a slower connection than I'm paying for. I did the FIOS Optimizer and checked the speed on two websites--here are the results:
speedtest.com Download = 1.51Mbps Upload = 1.83Mbps
speakeasy.com Download = 9.64Mbps Upload = 1.83Mbps
I have run CCleaner, have McAfee installed, and have more empty space on my hard drive than used space.
My two sons visited a week ago and were very surprised at how slow the connection was--they thought FIOS was a lot quicker. Why is the speed so sluggish? What's the problem?

When you ran the tests was your Anti-Virus operational? I find that some antivirus programs (AVG) will cause bizarre speedtest results. Temporarily disabling them when you run the tests may show more consistent results.
Your results are showing really high speeds, not slow internet speeds as your subject suggests.
