Verizon isn't fabricating.  I thought the same thing, too.  I checked speedtest.verizon.net and I got 86 down and 45 up. On speedtest.net, I got 29 down and 25 up.  I looked at the server Verizon pinged vs. the one speedtest.net used.  While both were in Carolton, TX, Verizon pinged there own server, which is pretty beefy vs. the other one in Carolton.  I switch speedtest.net's server to one in Ft. Worth TX hosted by Charter Communications, which is another cable internet provider.  I got the same results I did from Verizon. Pick a server that is really well known i.e. Verizon, AT&T, Charter, Time Warner, Comcast.
