I have been having this problem for a while now. For some reason, everytime my area reaches somewhere between 7:00 PM and 9:00 PM, i start having frequent lag spikes. Network activity becomes extremely sluggish, and I can't find a solution. I have restarted my router and nothing has worked.
I do note that I am an amateur at this stuff, so any help would be appreciated!

Southern California had a similar problem back in early summer. Turned out to be a bad hop on the Verizon network. This may be a re-occurrence of that.
What you want to do is run some trace routes. Do this at least at two different times. Once when everything is working and once when you see the issue.
To do a trace route from a windows computer....
Press and hold the windows key on the keyboard (between CTRL and ALT) and hit the 'R' key. In the window that pops up enter CMD and click OK
This will open the command prompt (black window)
In the window type
tracert www.google.com
I use google as a test simply because it is a mainstay. You can use any web site you want, but google works well
Then post the results. This will tell us if the problem is on the local system (your equipment), on Verizon's network, or possibly beyond Verizon on the internet somewhere.

It should work. Make sure you're entering in the command correctly! Here's an example trace from my PC:
