Slow Upload speed, great download speed

So I've been trying to get my upload speed fixed for over a month now and I'm not getting anywhere with Verizon.  I've had technician out to my house 4 times now.  The first three time they said the problem was not at my house but on there end, but they replaced the ONT anyways just in case.  The forth time they tested directly off the ONT and said everything was fine.  The problem is my upload speed most of the time is around 0.4-5 Mbps but is especilly bad at night, but the download speed is great, 50 Mbps always steady.  Sometimes during the morning it with improve but still be all over the place.  I've tested the speed using multiple speed test sites, including verizons, and everything is the same. Every device (windows 8 PC, windows 7 Laptop, and Xbox One) I've checked is plugged directly into the router (which is brand new).  Verizon is just giving me the run around and I'm not sure what to do next, except switch to crappy Comcast.  Any advice would be great.

Your issue has been escalated to a Verizon agent. Before the agent can begin assisting you, they will need to collect further information from you.

Please go to your profile page for the forum, and look in the middle, right at the top where you will find an area titled "My Support Cases". You can reach your profile page by clicking on your name beside your post, or at the top left of this page underneath the title of the board.

Under “My Support Cases” you will find a link to the private board where you and the agent may exchange information. This should be checked on a frequent basis as the agent may be waiting for information from you before they can proceed with any actions.

To ensure you know when they have responded to you, at the top of your support case there is a drop down menu for support case options. Open that and choose "subscribe".

Please keep all correspondence regarding your issue in the private support portal.
