Slow speed

I was wondering if anybody else has encountered slow speeds while paying extra for Quantum? I ran the speed test; my upload speed was 21mbps, download was 23 mbps. While I understand other factors can affect the speed there are no other devices  in use and my pc is connected with via ethernet, not wifi. I think this is way below what I should be getting for the extra money I'm paying. I have notice absolutely no difference since I upgraded to Quantum.

Which package are you paying for and what operating system do you run? Also, are you sure that the machine doesn't have a second, Wireless connection to your router despite the presence of the wired connection?
