If you have FIOS with high upload speeds (>1.5Mbps), a Windows PC with the Nvidia Nforce Driver Package installed (usually SLI chipsets), more specifically the Network Manager portion, be wary of the Network Manager's "First Packet" ability. With first packet turned on, you are essentially throttling your upload speed. To acheive the best upload speed, disable First Packet, or select a higher custom speed.
Being new to FIOS and high upload speeds, I never noticed this feature before and when I called FIOS they pointed me in other directions. Although FIOS provided valid solutions like pointers to the MS KB article and other forums for netsh commands, this solution is unique because download speed was not effected, just upload. Speedtest.net showed the slower speeds, and dslreports even suggested ISP compression. It was in fact my local setting on the PC doing the compression. With it disabled or set to a custom speed, speedtest showed the correct speed.
