It's now 3:45am EST in Rockland county, and I'm back to 25/5 to NYC and 16/5 to SeaTac. I'm happy. I hope it keeps.
Not sure I will ever know what the real problem was, but the bottom line is that "verizon" seems to have fixed it.
I must say, although I've had my beefs with tech customer service in the past, this experience was excellent in terms of Verizon response. Nobody asked me to reload an operating system or check if my computer was plugged in.
Granted, I'm a geek... (actually, I'm way older than term even existed in it's current meaning... I don't chew lightbulbs or drive nails into my skull, but I also couldn't get a date with a fist full of $100 bills. One customer service rep accused me of working for Verizon. Nah, it's just so much of my life revolves around the technology I can't help but try and understand it...)
Anyhow, my point is that "Richard" and "Lorelei" were exemplary and I didn't have to fight my way to Tier 2, or 3. There was no truck roll (although I do think the neighbors were a bit suspicious of me hanging out on the side of my house with a headlight and a laptop at wee hours in the morning) but I don't mind doing tracert sweeps at midnight if it gets me back.
I hope everybody else is fixed, not only my contemporaries in Rockland but also the DC, Cali, and elsewhere folks.
The forum is a great tool. Sometimes we vent a bit (and I am no exception by far) but again, I have to admit although I spent some considerable effort, Verizon matched my aggression and now it seems all is well.
BUT, if you still have a problem, don't be shy to voice it. Here and/or directly with Verizon.

Things started improving last night. Download speeds at the different speed testing sites, both domestic and in the UK both show 25/5 which is what I've asked for. Pings are back down, and dropped packets are back to normal compared to my original post.
I'd love to know what Verizon did to fix the problem.
In the meantime, Verizon was kind enough to send me a new router that I'll install over the weekend.
Here's to hoping this was all a bad dream, and a great future with FIOS.

As of 8:30 PM Friday, the Verizon speed test is showing normal (24-25 Mbps) download speeds here in MontCo Maryland. Hopefully they will stay that way. Thanks to Verizon for dealing with this issue!

I too am in MontCo Maryland. As others have researched, the problem seems to be in ALTER.NET hop point, creating very bad lag. It "seems" to have gone away for now, but that's what I've been saying for the past week at certain points. It always comes back the next day.
Here's hoping to it being fixed for good though...

Are you still seeing speed issues though? The alter.net (Verizon Business) router at hop 7 may in fact still be seeing issues and just has ICMP on lower priority, but that traceroute seems pretty clean the rest of the way. That latency is not too bad for taking a jump all the way to Los Angeles, CA from Washington DC.

<sigh> I thought the problem was fixed, but Hulu streams were back to their old stuttering ways this evening. Verizon speed test shows 3Mbps download speeds. Better than a few days ago, but still unacceptable, and not what I'm paying for. Come on, Verizon - you guys certainly have to be seeing the problem yourselves.

Montgomery County Maryland! 75/35 that used to get 84/39.
Trouble here also. First time since 2005 I am not getting advertized up to speeds. Construction, Over Subscription, BPON areas finnaly overloaded?

My tech ticket was closed and I was told that the engineers tested everything 9/21 and everything was fine... the problem (if any) lies outside of the Verizon network ans is not Verizon's responsibility.
They also claimed alter.net had no business relationship with Verizon, and if I had a complaint I should contact whoever runs alter.net . . . the rep refused to admit any of the dozens of trace routes I sent over the past week showed any problems. She claimed they all completed (which they didn't) and if the trace route completes, that's "good enough" for Verizon.
My speeds have dropped again -- not nearly so bad, but the full advertised speed was fleeting and test results are back to being intermittant and unpredictable.
