I am considering getting Fios for my summer home. However I would want to suspend the service for about 6 months each year. Is this possible and is there a charge for it?

The answers is that it depends upon the Terms and Conditions under which you get FiOS. Most FiOS customers go for a package that comes with a 1 or 2 year commitment. That is an enforceable contract, with an early termination fee, and if you suspend service before the contract term is up, you are going to be hit with the early termination fee.
However if you don't sign up for a package, and are able to get FiOS without any commitment, you are a month to month customer, and you can suspend service anytime you want without penalty. I am not sure if Verizon is accepting FiOS orders without a service commitment however. At this stage, FiOS is a big investment for Verizon, so the priority is securing the income stream to pay for it (and that means selling packages that have term commitments).
So if you can get FiOS installed without entering into 1 or 2 year commitment, you are home 'free'. The non-contract price may be higher than the term contract price however.

I know in Oregon when I signed up, they asked for a credit card #. When I didnt want to give them one, I had to agree to the contract.

Try contacting the customer service, because there may be something to put the account in dormant state but at the same time continue the account with some minimum monthly charges.
