2) Services
3) FIOS Internet
4) Manage Services
5) Internet Management
6) Verizon Wi-Fi—Manage
7) Find Wi Fi hotspots
😎 Eligible for Verizon Wi-Fi
9) Register Now
10) Accessing my Account…..
TROUBLESHOOTING
OPERATING SYSTEM NOT SUPPORTED
Verizon Wi-Fi currently supports:
Windows XP (32-bit only) Vista and Windows 7
in the light of ABOVE:,
1) How do VZ customers who travel with iPad’s get FREE VZ hotspots at airports ?
2) If Boingo.com is used can you “hook up” via them for FREE since we are eligible VZ Fios nternet customers ?
3) PLEASE SHARE DEAILS OF HOW YOU DO IT.

You register for the Verizon WiFi account on a supported OS, then use the username and password that you set up to access the hotspots on your iPad.

I cannot address the O/S issue, although I like "somegirl's" suggestion quite a bit. I also have encountered the "registration ... tech difficulties ... etc." error pattern. In my case the only solution was to wait it out, since it appeared to be a VZ issue on the server side. I subsequently was able to complete the download and registration after one or two days. BTW this happened on a fresh and very clean XP SP3 install.

I'm on a Windows 7 PC here, so I can't go fully through the process, but I do get a notification that the file has to be kept exactly where it saves to originally and not renamed.
It looks like the file you are opening is a duplicate, and your PC has appended the (1) to compensate. This could be causing issues. (No promises, I'm not familiar with the internal behavior of the software.)
Try deleting the install files you have (both of them) and downloading it again, maybe?
(As an aside, I would like to say that I think it's silly to only support an OS three iterations behind the current release. Not supporting 8 yet I can understand, but 7? There really should be support for that. It came out in 2009.)
