They dug our neighborhood for FIOS but homes can not be connected???

Our part of the neighborhood (approx. 30 homes on the closed end of a U-shaped street) had FIOS cabling 'dug' into all tha lawns.  We all have the boxes inset into the grass on our lawns.  This occurred almost 5 months ago.  However, when anyone tries to call/go online to get actually connected to FIOS the system tells us it is unavailable and no one from Verizon can tell us why.   Is there more digging to be done, they got all permissions from the HOA but are there in fact more needed?  All of the houses down the 'legs' of the U have had FIOS for more than a year - but with our group no one can tell us why the serevice isnt available for anyone.  

Help getting in touch with engineering, customer servicce, etc - anyone who can help provide answers would be appreciated.

They dug & set the Fios in our neighborhood about a year before it became available to the customer. They are contractors that are doing it, Verizon may not even be aware that cable has been laid yet in your area.

They dug & set the Fios in our neighborhood about a year before it became available to the customer. They are contractors that are doing it, Verizon may not even be aware that cable has been laid yet in your area.
