Trouble with Level 3 Communications

I have had a slow or non existent fios connection for several weeks now. Last night it showed just 1Mbps. I pay for 75!

Today I called and the representative re-booted my router and ONT. No luck increasing the speed. The tech who came out didnt even look at the system - he just told me that the backbone provider (level 3 communications) was having difficulty and that speeds had been compromised by this. Verizon clearlly know about this already but dont tell their customers anything and keep charging for speeds they are not getting and cannot currently get. I pay a lot of money for my service so that I can watch video on demand from my home country - its unwatchable either it stops and starts or it runs at such a low bandwidth that the audio is poor and features like subtitles and DVR are slow or unuseable. Ironically I got the full speed on my test screen right at the moment the tech arived. This is grossly unfair its not even like I am guaranteed one of the lower speed tiers so I can switch. The speed fluctuates so wildly that its impossible to call the service reliable. Thank you fios!
