Underground Cable Left Exposed After Repairs

A couple of months ago, there were some Verizon technicians working to the point that they were digging in my front yard to install underground wires.  Within the next few weeks, one of the big orange cables is completely exposed (on top of grass) to the point that mowing near that area can cause the cable to be torn and possible outages. I tried calling many times, but have been unsuccessful at getting someone to assist.  I even called the 811 number for underground wiring but they said to reach out to Verizon.  Could someone please assist with this before it becomes a possibly outage for my neighborhood?
