Verizon doesn't honor 30 days Money Back Guarantee

I need some help here.  I installed Verizon Fios becuase I knew they have 14 days, or 30 days money back Guarantee, if I am not satisfied for any reason.   

 

I canceled my service within 7 days, because I wasnt' happy with their speed.   Now they don't honor money back guarantee. 

 

Can anyone tell me where I can find the term?  In addition, they charged me $99 for technician coming out.  I didnt' know about this charge.
