We have DSL at our shore place and it's faster than that. There may be something you can do about the ping time.

IF the Verizon speed test is good try some other locations with speedtest.net.  Sometimes one or another of the locations is itself having problems, at least with the path from your location.

That is a pretty crummy speed teast. Easily node congestion. Time Warner isn't by any chance bringing DOCSIS 3.0 to your area, are they? Before they bought up this area from Adelphia when they went backrupt (thankfully), our cable speeds were maxed at about 4Mbps/384kbps, and it was DOCSIS 1.1 with QAM16 to QAM64 channels for downstream, and QPSK for upstream. The node was in major need of splitting and cleanup,  Our Cable node looked a lot worse than that, both on ping time and upload and download when Time Warner rolled out 10Mbps/1Mbps service with PowerBoost to the area, in addition to boosting ping times and it was like that for quite a while. Two node splits later and DOCSIS 3.0 upgrades, people with cable service in this area don't see issues anymore and speeds were pushed even higher. The plant still blows out here as most folks in my neighborhood need amps for their TV service. That's asking for issues especially if it's user servicable gear with interference (there's enough ingress as it is from people having open wall ports on an amped system and landscapers cutting the cables that aren't buried deep enough. Adelphia sure left the plant a mess when they left.

Anyways, I believe bits of Albany have FiOS already (or am I thinking of Syracuse?). Do you have any neighbors with it? Or, if no FiOS yet could you order DSL or is it strictly Time Warner Cable Internet as the only Internet option? If you're stuck with Cable see if Time Warner has DOCSIS 3.0 in your area for the meantime and have them send you a modem if so. That'll fix that speed issue up a bit until FiOS does arrive if your cable modem isn't seeing noise issues from plant ingress or a shoddy drop. Or, you could push Verizon a bit more by asking for engineering to take a look to see if anything from Verizon can be gotten away from LTE to the Home ($$$).
