Do you have a TV package? If so, is it Ultimate? If not, try changing that package to Ultimate and see if 75/35 suddently appears as an available offering in that configuration. I've seen a couple of combinations of packages not be available depending on what speed internet / tier of TV you have in your package. Not sure if that's a marketing / packaging / intentional thing or if there's a bug in the configuration application. As I haven't been in the market to change packages recently, I never chased the anomaly down by calling in to see what they might be able to offer over the phone as available options.
