I can't connect to fios with my Toshiba laptop running XP. Message says Network failed to send IP address.

That is a Fios router issue.

when you are connected via WiFi you must know the login and password for your Fios network. If you directly connect there should be no problem on getting on the network.

your router assigns ip addresses. And trust me it will be able to add up to 250 add on devices. If it doesn’t you have a bad router.

call 1-800-VERIZON to get a new one.
