Looks like YouTube is taking steps to address these issues with ISPs. They now have an "HD Verified" program. They're working with ISPs to speed up everyone's YouTube experience. Details here. You may also check a "video quality report" which will show you how your ISP is performing. https://www.google.com/get/videoqualityreport/
