incredibly slow speeds to euro at night from usa

in daytime i get 3 megs/sec download speed to file hosting servers in euro like uploaded.net, rapidgator.net, mega.co, etc.

at night time i get a constant 50k/sec - its horrible

is verizon throttling? or is there something anyone can suggest to do to improve this speed at night?

Verizon isn't throttling. What you're likely hitting is congestion if it's happening towards the afternoon and evening hours.

Euro to Dollar rate is 1.371.

Slow speeds to Europe depend on where the site is located.  Europe is far from a single network.  Some sites are fast, others are a disaster.
